From a comment on the video, sums up I think:
rtz5492: He's either doing a tight right turn or a u-turn to get the weight off the front right tire for a "1 tire fire"(peg leg) since it appears to have an open diff in it. Other tricks to make it do it(since it likely needs help): Air up tire to the max psi listed on the side wall(to reduce it's traction), armor all the tread, apply the rear parking brake to keep the vehicle speed down and let the tire spin. Easiest to get the technique in the rain or on a wetted surface. Also find some old well worn slick(polished) asphalt and don't try it on 40 grit concrete. Or light the tire up in a garage with a polished or sealed smooth concrete floor(use the parking brake). Or put a skinny spare tire on the front right corner and light that pizza cutter up and leave a pencil line all the way down the street! And get it on video when you do!
Turn off Traction Control, Turn on Sport Mode, (I think you can disable stabilization also?) ... 8-)

There was some speculation (probably this forum) that they removed or tricked wheel sensors. If you just disable traction control via display, it still doesn't spin the tires like the video shows. Better to try dirt road when experimenting with traction control.

SparkEV will pull 0.42g from 0 to about 40 MPH. As such, on wet / dirty road, eco tires will easily spin. You can hear the tires chirping even at 40 MPH when you step on the accelerator.

Sport mode does not change the response to full throttle.
Turning off traction control allows smoke,,, if you like that sort of thing.
Used '14 2LT w/ DCFC. +85k miles.
Mostly free charging! Only one LONG visit to the shop....
GM needs Modern Troubleshooting tools for Modern EV's.
3 step Trouble Tree, 1st try car died again, 2nd try / cost $800. 3rd try fixed the problem.

I've been able to spin tires a bit in the spark from a stop with traction control and stabilitrak off, but nothing like that which appears to be in the dry. Also, stabilitrak turns itself back on randomly it seems. It almost seems like this person has been able to achieve 100% power from a stop. Mine seems to limit torque below about 18mph or so. If I stomp on it with everything off from a stop I can tell it isn't giving me full torque right off the line.

Something you can try is to pump up the tires to the max pressure and wet the pavement with water and sand. Or you can try dirt road. If that fails to spin the tires with traction control off, it's a sure sign that electronics are still limiting the spin and you'll need to hack wheel sensors.

The Volt is also torque limited up to around 10-15 mph. One way some people have gotten around this is to hold the brake while pressing down on the accelerator. Then when you are ready to go, just release the brakes. If you pressed down far enough on the accelerator, you should be able to "launch" much faster than flooring the pedal alone.
