Lease Swapping

I know that GM does not allow a non-resident of the 3 states to take advantage of the awesome $0 down and $139/month for 36 months lease BUT will GM allow an Oregon resident to lease the Spark EV then do a lease swap or allow someone else to assume the lease? (I want one now!)
