Turbocord only supports 16 amps @ 208/240 volts, but the Spark EV should be able to charge at its full L2 speed with it. For cars w/6 kW on-board chargers (not the Spark EV), the Turbocord would be a bottleneck vs. say a 20+ amp EVSE (most L2 EVSEs tend to be 30 amp.)
OP should also consider 208/240 volt EVSEs from http://www.clippercreek.com/. They have a good rep.
