There are CCS chargers coming to Maryland, definitely.

First, BMW and VW have teamed up with ChargePoint to create CCS corridors on both coasts. On the East Coast it will be between Washington DC and Boston along I-95, with a maximum of 50 miles between stations, which by definition would include Maryland. http://www.chargepoint.com/press-releases/2015/0122

Second, the state of Maryland itself is putting in place a network of DCFC stations around the state (each of which is required to include CCS). On the issue of the Spark EV being sold in Maryland, it is being sold here, for sure. I've been watching many dealers online with Spark EVs being offered for sale. One car in particular I had my eye on from Criswell Chevrolet in Gaithersburg has been sold. Now watching one at Win Kelly (not as good a deal, sadly). Chevrolet has updated its Spark EV website to mention Maryland along with CA and OR. And I spotted a Spark EV a few weeks ago in Hunt Valley.
 
I used one last night. They are still testing though, but it's free right now, if you can dodge all the ICERs getting fried chicken at Royal Farms.
