The EVSE (what you call a "charger" - the charger is actually in the car) tells the vehicle what it can provide. The Spark pulls what it pulls. The spark will *never* pull more than 12 amps on 120V. NEVER.

The max the SparkEV will pull at 240V is 3.3 kW. So buying anything over a 16A 240V charger is useless (just for the Spark - if you have or will have a different EV, then ...)
