I have the PowerMax and it only charges our Volt and Spark EV at 16A. Having the 30A is just piece of mind that the EVSE has more ability than what I use it for and can charge faster on our future EV's.

If you buy in CA, you are covered over GM warranty at 10 years and 150k miles so it may actually retain more value for resale if we decide to trade our Spark EV in for the latest tech in 5 or so years.
Welcome to the cold weather. I have had my Volt 18 months now and when it gets colder regardless of running my heater, my range drops from 45 to 35 miles per charge, so I fully expect that with our Spark EV as well. Just plan for shorter ranges and top off when you can.
You are not alone. I thought if the Feds and State wand willing to pay 1/3 the cost of my car, I couldn't pass it up. We love our Spark EV and already have 1800 miles on it in 2 months. The $500 off the Bosch charger was also a great incentive.
FYI Bosch does not require you to have it installed by them if you order with the rebate. You can pay for the difference in shipping and tax and do a self install like I did. You may as well order it and sell it cheap to a friend or on eBay at this point if you don't plan to use the rebate to...
PG&E has a calculator on the website that can help you decide whether its beneficial to switch, but if you hardly do any charging at home it may not be worth it if someone is at home during peak hours running the AC & heater.
Even if the LEAF has different gearing, the Spark accellerates 0-60 way faster. I know the LEAF has raced a Volt on numerous occasions and the Volt always won. Having both a Volt and Spark EV, the Spark is definitely a second faster.
